What Makes PEP Work
PEP is not a concept. It is a model with demonstrated outcomes, external validation, and a set of capabilities that are difficult for others to replicate.
A volunteer workforce of nearly 1,000 executives
PEP deploys what no government program can manufacture: proximity between men of high capacity and men who have never experienced it. 974 unique volunteers gave 12,698 hours in 2025. This human infrastructure cannot be purchased or replicated at any price.
An integrated operating model
Most reentry organizations address one dimension in isolation, whether employment, housing or mental health. PEP binds character formation, entrepreneurship training, executive mentorship and post-release support into a single cohesive system where every element reinforces the others.
Codified, protectable intellectual property
PEP’s methodology is not locked inside the heads of its staff. Its culture, curriculum, collision design, operating playbooks, data systems and fidelity standards are systematically documented into a transferable operating system.
The theory of change
PEP’s model begins with a conviction: that faith-inspired dignity, when genuinely offered, unlocks identity transformation. From that shift in identity flows character formation, capability development and sustained economic mobility.
When a high-capacity executive treats an incarcerated man with genuine respect and dignity, identity can change. And when identity changes, everything else becomes possible.
The data and results are real and rigorously documented, but they are the fruit, not the root. The root is the belief that men who have done wrong are still men who, with the right community and formation, can become who they were meant to be.
