For more than two decades PEP has been one of the nation’s most effective reentry organizations. The next five years move that proven model from deep impact for hundreds to population-level impact across Texas, and ultimately the nation.
CORE works. CORE alone cannot reach the need.
At the centre of PEP’s work is the CORE program, a structured in-prison and post-release model that consistently delivers dramatically reduced recidivism, rapid employment and measurable taxpayer savings. It remains the gold standard.
But CORE’s impact is inherently limited by structural constraints: eligibility requirements, prison transfer timing, facility capacity, staffing intensity, sentence structures and cost. Those limits restrict access to a small portion of the incarcerated population.
Recent advances change what is possible. The Texas Department of Criminal Justice’s statewide tablet deployment, expanded in-prison incentivized housing units, and a strengthened post-release ecosystem now make it possible to extend PEP’s model to dramatically more people. What was capacity-constrained can now scale without compromising the integrity of CORE.
Lower-touch pathways deliver more modest outcomes per individual. But they reach thousands rather than hundreds. A meaningful reduction for thousands outweighs a deep reduction for hundreds — and the two reinforce each other.
