Texas is the mothership, the place where the model was built, tested and validated over two decades. PEPUSA is the mechanism for carrying that architecture to mission-aligned partners in other states.
PEP has received serious interest from more than 10 states over the past decade. It has not been positioned to respond responsibly, until now. Responsible replication requires more than a willing partner and a good program: it requires a codified intellectual property base, enforceable fidelity standards, a trained leadership team, and a phased deployment model that does not sacrifice quality for speed.
2026 is a year of deliberate internal preparation, not external expansion. First prove it bigger in Texas, then export what works.
